폰테크 이용후기 외국 정상들과 친분 쌓고 국익 중심 실용외교 보이는 등 호평나토 회의 참석 여부 두고 고심…통상 문제 가시적 성과 필요
이재명 대통령은 캐나다에서 열린 주요 7개국(G7) 정상회의 참석을 마치고 19일 귀국한 뒤 “민주주의의 힘으로 국제무대에 당당히 복귀했다”고 밝혔다. 첫 해외방문 결과를 두고는 대체로 데뷔전을 순조롭게 마무리했다는 평가가 나온다. 다만 한·미 정상회담이 불발된 상황에서 미국의 상호관세 유예 조치 만료일(7월8일)을 앞두게 돼 큰 과제를 남겨두게 됐다.
이 대통령은 이날 페이스북에 “약 6개월간의 오랜 외교 공백을 끝내고 다시 첫걸음을 내디디며, 대한민국 민주주의의 복원을 국제사회에 알릴 수 있어 기쁘고 자랑스럽다”며 이같이 밝혔다. 이 대통령은 지난 16일 캐나다로 출국해 1박4일 일정을 소화하고 이날 새벽 귀국했다.
이 대통령은 인스타그램에도 귀국 소식을 전하며 “이 자리(G7 정상회의)에 다시 설 수 있었던 것은 모두 여러분 덕분”이라며 “민주주의의 힘과 성숙한 시민의식으로 새로운 대한민국을 만들어주신 위대한 대한국민께 다시 한번 깊이 감사드린다”고 적었다.
이번 G7 정상회의 참석 결과를 두고는 정상외교 재가동에 의미를 부여하는 긍정적 평가가 나온다. 12·3 불법계엄을 극복한 한국 민주주의의 회복력을 국제사회에 알리고, 10차례 정상급 양자 회담을 열어 정상외교를 본격화한 것이 주요 성과로 거론된다. 이 대통령과 이시바 시게루 일본 총리의 첫 대면 정상회담에서 협력 기조를 확인한 점을 두고도 새 정부가 한·일관계의 출발점과 좌표를 안정적으로 설정했다는 평가가 있다.
앞으로 풀어가야 할 숙제는 만만치 않다. 도널드 트럼프 미국 대통령이 G7 정상회의에서 조기 귀국하면서 한·미 정상회담이 연기된 것이 아쉬운 대목으로 꼽힌다. 당초 대통령실은 이번 G7 정상회의를 계기로 두 정상이 만나면 현재 진행 중인 관세 협상에 추동력을 더할 수 있을 것으로 기대했다. 관세 유예 조치가 19일 앞으로 다가와 한국 정부는 조속히 회담을 열어 정상 간 담판을 추진해야 하는 입장이다.
일단 오는 24~25일 네덜란드 헤이그에서 열리는 북대서양조약기구(나토) 정상회의가 계기가 될지 주목된다. 트럼프 대통령은 이 회의에 참석하겠다는 의향을 밝혔고, 이 대통령도 참석 여부를 검토하고 있다. 물꼬를 튼 한·일관계에서 두 정상이 한·미·일 협력 기조에 방점을 둔 만큼 향후 ‘중국 리스크’를 관리해 나가야 하는 점도 새 정부 외교의 과제다.
이번 G7 정상회의에서는 주요하게 다뤄지지 않았지만 새 정부의 숙제가 될 외교·안보 과제들도 쌓이고 있다. 북한의 러시아 추가 파병 등 북·러 밀착 기조가 강화하는 상황은 특히 관리가 필요한 영역이다. 이재명 정부 출범 이후 남북이 상호 확성기 사용을 중지하면서 형성되고 있는 화해 무드를 이어갈 수 있느냐가 달린 문제이기도 하다. 이스라엘과 이란의 무력 충돌 계기가 된 이란 핵 시설 문제가 국제적 이슈로 떠오른 점도 눈여겨봐야 하는 부분이다.
앞으로 행복e음을 통해 ‘뇌병변장애’로 장애유형이 확인되면 기저귀 등 신변처리용품 비용신청에 필요한 각종 서류를 제출하지 않아도 지원을 받을 수 있게 된다.
서울시는 규제철폐(118호)의 일환으로 2018년부터 지원하고 있는 뇌병변장애인 신변처리용품 구입비 신청 절차를 간소화한다고 19일 밝혔다. 복지대상자 정보를 통합관리하는 사회보장정보시스템인 ‘행복e음’을 활용하기 때문에 제출서류도 기존 5종에서 최대 2종으로 줄어든다.
그동안 신변처리용품 지원 대상자로 등록하려면 신청서와 개인정보제공동의서, 통장사본, 복지카드 또는 장애인증명서, 일상생활동작검사서가 첨부된 진단서 등 5가지를 제출해야 했다. 특히 진단서는 이미 장애진단을 받았어도 의사로부터 다시 발급을 받는 절차를 거쳐야 해서 뇌병변 장애인 가족들의 불편함이 컸다.
시 관계자는 “행복e음에 등록된 계좌로 지원받는 경우 통장사본도 제출할 필요가 없으며, 활동지원종합조사표의 배변·배뇨 항목에 ‘전적 지원’으로 확인되는 경우 일상생활동작검사서가 첨부된 진단서 또는 소견서도 생략할 수 있다”고 설명했다.
신변처리용품 구입비를 지원받기 위해서는 거주지 동주민센터를 방문해 대상자로 등록한 후 1년에 4번 분기별로 기한 내에 영수증을 제출하면 된다. 올해 2분기는 7월 7일까지 제출하면 비용을 지원받을 수 있다. 지원금은 신변처리용품 월 구입비의 50%로, 한달에 14만원 이상 지출해도 월 기준 최대 7만원까지만 돌려받을 수 있다.
신청대상자는 신청일 기준 서울에 거주하는 만 3세 이상~만 64세 이하 신변처리용품을 상시 사용하는 뇌병변장애인으로, 장애인 거주시설 등 생활시설 입소자나 유사 사업지원을 받고 있는 자는 대상에서 제외된다.
한편 서울시는 기저귀, 패드, 깔개매트 등을 제한했던 신변처리용품 지원 품목을 올해 3월부터 물티슈, 위생장갑, 신변처리자동화기기 렌탈비까지 다양화했다. 또 물가상승을 반영해 월 최대 지원금액도 5만원에서 7만원으로 상향조정했다.
홍우석 서울시 장애인복지과장은 “이번 지원금 신청절차 간소화로 뇌병변장애인 가구의 경제적 부담뿐 아니라 지원금 신청에 복잡한 서류를 챙겨야 했던 번거로움을 덜어드릴 것으로 기대된다”며 “앞으로도 장애인 가구의 어려움을 청취해 꼭 필요한 지원과 정책을 지속적으로 발굴해 나가겠다”라고 밝혔다.
지적장애 등 발달장애인 보호자 10명 중 4명은 나홀로 돌봄을 하고 있는 것으로 나타났다. 보호자 절반 이상이 ‘어머니’였고, 전체 보호자의 10%는 자살을 고민한 경험이 있었다.
15일 한국보건사회연구원의 ‘발달장애인 실태분석 및 제도개선을 위한 전수조사’ 보고서를 보면 발달장애인의 성별은 남성이 62.6%이었고 보호자의 71.5%는 여성이었다. 보호자의 연령대는 40∼59세가 51.5%로 가장 많았고 이어 60∼74세 30.5%, 75세 이상 10.8%, 20~39세 7.2% 순이었다. 이번 조사는 지난해 2월부터 6월까지 국내 5개 지역의 발달장애인 3182명과 보호자 2649명을 대상으로 진행됐다.
보호자와 발달장애인의 관계는 어머니가 60.9%로 가장 많았다. 다음은 아버지 19.1%, 배우자 7.5%, 형제·자매 5.4%, 조부모 3.3% 순이다.
하루 평균 돌봄 시간은 평균 5시간 이상이라는 응답이 51.6%로 하루 평균 돌봄 시간은 9.4시간에 달했다. 이른바 ‘독박 돌봄’ 비중도 높았다. 보호자의 43.0%는 함께 또는 교대로 발달장애인을 돌보는 사람이 없이 나홀로 돌봄을 한다고 답했다. 급한 상황이 발생했을 때 대신 돌봐줄 수 있는 사람이 없다고 답한 비율도 25.3%였다.

강도 높은 돌봄 노동으로 정신 건강에 위협을 받는 보호자도 적지 않았다. 지난 1년 동안 병원이나 전문가를 찾아 심리상담이나 진료를 받아보고 싶다는 생각을 한 보호자는 18.5%였다. 이미 정신건강 관련 악을 복용하고 있는 보호자도 7.9%에 달했다. 약을 먹는 이유로는 우울과 불안, 공포, 강박 등 심리정서적 문제(71.8%)를 가장 많이 꼽았다.
특히 미래에 대한 불안감이 컸다. 보호자의 63.7%는 돌봄과 관련해 자주 느끼는 감정으로 ‘앞으로 발생할 일에 대해 걱정이 됨’이라고 답했다.
전체 보호자의 10.1%는 지난 1년간 자살을 진지하게 생각한 경험이 있다고 답했다. 자살을 생각한 적 있다는 보호자 268명 중 50명(18.7%)은 구체적인 계획을 세운 적이 있었다. 25명(9.3%)을 실제 시도했다고 답했다.
